This was followed by a boast that, although the King might have 100,000 soldiers, the parliaments had all hearts, good will, and esteem.1 But, what was more important than everything.else, the general opinion was establishing itself that "the nation is above kings,"2 an opinion which struck at the very foundation of absolutism. Revolution in church and state began to be talked of, and Rocquain asserts that it was about to take place in the middle of the year 1754, when the government suddenly changed front and recalled Parliament.3 In this struggle Parliament had really scored a victory because on its recall the King charged it with the very work it had undertaken in its legislative decree of April 18, 1752--the decree which led to its exile.4 It is important to notice that the defeat of the government did not escape the notice of contemporaries. Both D'Argenson5 and Barbier8 entered in their journals that Parliament had won its point. Although Parliament had hesitated to accept the conditions imposed by the King in its recall, favorable as they were, and had even dared to modify them,7 the greatest harmony soon followed between it and the King. The Clergy were treated with great severity by King and Parliament in conjunction.8 But this peace was not destined to last long. When a quarrel broke out between the Grand Council and Parliament concerning the powers of the latter, the King sent a declaration to Parliament in which he seemed to attribute the powers of a sovereign court to the Grand Council. Parliament suspended the registration of this declaration until it should have made its remonstrances,9 and the quarrel between it and the King was on again. Parliament now went even farther in...
